Після систематизації ін-струментарію та інституційно-управлінських підходів розвинених країн обґрунтовано рекомендації щодо інтенсифікації інноваційного розвитку України. Доведено, що результативність фінансової політики в умовах нестабільності визначається інтеграцією бюджетних і податкових важелів у межах цілісної інсти-туційної архітектури. Виявлено синергетичний ефект від поєднання гнучких фінансових інструментів зі специфічними управлінськими моделями, що забезпечує прискорення комерціалізації розробок та під-тримку науково-технічного потенціалу в умовах системних викликів.; Introduction. In a period of profound geopolitical transformation, innovative development increasingly determines the resilience and competitiveness of national economies, thereby intensifying the role of fi nan-cial policy in supporting scientifi c and technological progress and the commercialization of innovation. In this context, benchmarking serves as an eff ective instrument for comparative analysis and for adap-ting advanced international experience in shaping mechanisms of fi nancial stimulation of innovation.Problem Statement. Escalating global turbulence and the methodological incompleteness of tools for assessing the eff ectiveness of fi nancial policy necessitate systematic benchmarking of international prac-tices in order to conceptualize and identify effi cient mechanisms for supporting innovation.Purpose. To conduct benchmarking of innovation-oriented fi nancial policies in advanced economies in order to identify eff ective policy instruments and substantiate recommendations for their implemen-tation within Ukraine`s fi nancial system.Materials and Methods. Th e study has employed system analysis and a multi-level research frame-work, as well as empirical methods (observation, comparison) and logical-methodological approaches (formalization, analysis, synthesis, induction, and deduction) to systematize approaches to stimulating innovation under conditions of instability.Results. Th e genesis of fi nancial mechanisms for stimulating innovation has been examined, and American, European, and Asian models for 2022—2024 have been benchmarked. Based on the systema-tization of policy instruments and institutional and managerial approaches in advanced economies, recommendations for intensifying Ukraine`s innovation-driven development have been substantiated. The study has demonstrated that the eff ectiveness of fi nancial policy under conditions of instability is etermined by the integration of budgetary and tax levers within a comprehensive institutional architecture. A syner-gistic eff ect combining fl exible fi nancial instruments with specifi c governance models has been identifi ed. It ac-celerates the commercialization of innovation and supports R&D potential in the face of systemic challenges.Conclusions. The article presents a comprehensive study of current trends in the development of the cheese market in Ukraine in the context of globalization, deepening European integration processes, and the transformation of agri-food systems. Structural changes in cheese production and consumption, as well as the dynamics of foreign trade, are analyzed, with particular attention paid to the impact of increasing imports from European Union countries on the competitive position of domestic producers and the balance of the domestic market. The study identifies key factors constraining the development of the industry, including high production costs, technological obsolescence of certain enterprises, insufficient investment in production modernization, limited access to financial resources, and inadequate compliance with international quality and food safety standards. Special attention is devoted to examining the potential of craft cheesemaking as a promising direction for production diversification and an effective instrument for sustainable agri-food development. The feasibility of using milk from small ruminants, particularly goats and sheep, is substantiated, as this approach contributes to the preservation of biocultural heritage, the development of environmentally oriented technologies, the diversification of rural economies, and the formation of short supply chains. It is demonstrated that craft cheese production can increase value added, strengthen the economic resilience of rural areas, and create opportunities for entering niche and premium market segments. The research methodology is based on methods of analysis and synthesis, comparative analysis, statistical generalization, and a systems approach, which ensured a comprehensive assessment of cheese market development trends and substantiation of strategic directions for increasing export potential under conditions of intensifying international competition.; У статті здійснено комплексне дослідження сучасних тенденцій розвитку ринку сирів в Україні в умовах глобалізації, поглиблення євроінтеграційних процесів та трансформації агропродовольчих систем. Проаналізовано структурні зміни у виробництві та споживанні сирів, а також динаміку зовнішньої торгівлі, зокрема вплив зростання імпорту з країн Європейського Союзу на конкурентні позиції вітчизняних виробників. Визначено ключові чинники, що стримують розвиток галузі, серед яких висока собівартість продукції, технологічна застарілість окремих підприємств, нестача інвестицій у модернізацію виробництва та недостатній рівень відповідності міжнародним стандартам якості й безпечності харчових продуктів. Особливу увагу приділено дослідженню потенціалу крафтового сироваріння як перспективного напряму диверсифікації виробництва та інструменту сталого агропродовольчого розвитку. Обґрунтовано доцільність використання молока дрібної рогатої худоби, зокрема кіз і овець, що сприяє збереженню біокультурної спадщини, розвитку екологічно орієнтованих технологій і формуванню коротких ланцюгів постачання. Показано, що крафтове виробництво сирів здатне підвищити додану вартість продукції й посилити економічну стійкість сільських територій. The article examines the impact of business digitalization on the formation of new opportunities and threats to the economic security of enterprises and regions in the context of global technological change and economic turbulence. It identifies key trends in digital transformation, including the development of digital platforms, business process automation, the use of big data analytics, artificial intelligence, and intelligent digital services. It is substantiated that digitalization acts as a significant driver of economic competitiveness and resilience, facilitating productivity growth, cost optimization, acceleration of decision-making processes, and the emergence of innovative business models. The study emphasizes that alongside its advantages, digital transformation generates new risks for economic security. Particular attention is paid to the analysis of cyber threats, technological dependence on digital infrastructure and software providers, increased vulnerability of information systems, data protection risks, and the growing asymmetry between enterprises and regions with different levels of digital maturity. These risks may deepen structural imbalances, weaken competitive positions, and create additional threats to the sustainable development of both individual enterprises and regional economies. The article outlines key approaches to ensuring economic security under conditions of digitalization. These include the development of digital competencies among employees and managers, the modernization of cyber defense systems, the formation of institutional and regulatory support for digital transformation, and the creation of integrated regional digital ecosystems. It is argued that a systemic and preventive approach to managing digital risks is essential for minimizing threats and maximizing the positive effects of digital technologies. The practical significance of the study lies in the analysis of digital transformation opportunities and challenges using the regional strategic vision “Smart Vinnytsia 2035” as a case study. This initiative demonstrates the potential of digital technologies to support the development of an innovative regional economy, improve public services, stimulate entrepreneurship, and strengthen economic security in the context of post-crisis recovery and ongoing uncertainty. The findings confirm that balanced digital transformation strategies can serve as an effective instrument for enhancing economic security and sustainable regional development.; У статті досліджено вплив цифровізації підприємництва на формування нових можливостей та загроз для економічної безпеки підприємств і регіонів. Розкрито ключові тенденції цифрової трансформації, зокрема розвиток цифрових платформ, автоматизації, використання великих даних, штучного інтелекту та інтелектуальних сервісів. Показано, що цифровізація виступає важливим драйвером підвищення конкурентоспроможності та стійкості економіки, сприяє підвищенню продуктивності, оптимізації бізнес-процесів та формуванню нових бізнес-моделей. The article presents a scientific study of the synergistic interaction between management and logistics as a fundamental driver for the strategic optimization of business models. In conditions of global instability, the traditional functional approach is losing effectiveness, requiring a transition to integrated management systems and dynamic capabilities. It is argued that the formation of a synergistic effect through the integration of managerial and logistical functions is a key factor in the successful transformation of enterprise business models. The research employs empirical observation and logical analysis to identify barriers to functional integration and conceptualize synergistic effects. It is substantiated that the basis for optimizing business models is the transition from deterministic structures to the concept of strategic coherence. Synergy arises from the systematic integration of administrative decisions with flow processes, transforming business architecture from rigid linear chains into dynamic value creation networks. The study identifies three levels of integration: strategic-target synchronization, functional-process alignment based on Integrated Business Planning, and technological-adaptive development. The paper systematizes key imbalances– strategic, organizational, and competence-based–that hinder the emergence of synergy. A methodological approach is proposed to assess integrated models through the impact of logistics service on return on assets (ROA). It is proven that synergy allows for the deep optimization of working capital, specifically inventories and accounts receivable, while simultaneously increasing service quality and transforming logistics from a cost center into a strategic profit generator. The authors formulate strategic vectors for overcoming imbalances, including methodological convergence of planning and synchronization of performance indicators. The study confirms that during 2023–2025, there has been a steady trend toward implementing coordination mechanisms in Ukrainian enterprises, providing strategic resilience and competitive advantages in a turbulent environment.; У статті обґрунтовано концептуальні засади формування синергічного ефекту від інтеграції управлінських і логістичних функцій у процесі трансформації бізнес-моделі підприємства. Визначено, що інтеграція управлінських рішень із логістичними потоками трансформує ієрархічну структуру у мережеву модель створення цінності. Розкрито механізм впливу логістичної взаємодії на архітектуру бізнес-моделі, що сприяє скороченню трансакційних витрат і підвищенню швидкості обороту капіталу. Ідентифіковано ключові точки взаємодії менеджменту та логістики в контексті адаптивного планування і синхронізації ресурсних потоків. Доведено, що їх синергія виступає чинником інноваційного розвитку та підвищення стійкості підприємства.
