Інвестиційна політика Європейського Союзу в межах зовнішньоекономічних зв'язків з Україною

Abstract

В статті розглянуто місце Європейського Союзу на міжнародній арені, в сфері прямих іноземних інвестицій зокрема. Визначено особливості та завдання інвестиційної політики ЄС. Особливу увагу зосереджено на питаннях інвестиційної взаємодії із третіми сторонами та підтримки країн-сусідів, України зокрема. За результатами дослідження складено схему механізму дії Плану зовнішніх інвестицій Європейського Союзу як перспективного зовнішньо-інвестиційного плану, за яким передбачено мобілізацію інвестицій, активізацію технічної допомоги, покращення інвестиційного клімату та загальної політичної ситуації в країнах-партнерах. Авторами представлено ключові етапи інвестиційної взаємодії ЄС-Україна в еволюційному контексті. Досліджено інвестиційні процеси в Україні в межах співпраці з Європейським Союзом. Графічно представлено механізм інвестиційної взаємодії ЄС-Україна, що характеризується багатоманітністю, передбачаючи регіональне та торговельне співробітництво, надання технічної, гуманітарної та бюджетної допомоги, сприяння інвестиціям та покращення інвестиційного клімату, загальної політичної ситуації в країні тощо.

In the article the place of European Union on the international arena, in the sphere of direct foreign investments in particular, is considered. The features of investment politics of ЄС are defined, that appear her international character, accordingly determining an aim and priorities, mechanisms of realization and corresponding instruments, legal field of action and others like that. Particular attention is focused on investment cooperation with third parties and support to neighboring countries, Ukraine in particular. According to the results of the study, the scheme of the mechanism of action of the European Union Foreign Investment Plan as a promising external investment plan was drawn up, which envisages investment mobilization, intensification of technical assistance, improvement of the investment climate and the overall political situation in the partner countries. The authors are presented the main stages of the EU-Ukraine investment interaction in an evolutionary context, the key of which is the entry into force of the Association Agreement, which is the main instrument for approximation of the EU and Ukraine closer. Investment processes in Ukraine are examined in the context of cooperation with the European Union, whose countries have the greatest influence on the status and dynamics of investment processes in Ukraine. The European Union is characterized as an integration center around which key economic and political processes of all Europe, Ukraine in particular, are formed. Crossborder cooperation is characterized by one of the effective tools for stepping up EU-Ukraine investment cooperation and moving towards EU membership. The mechanism of investment cooperation of EU-Ukraine is graphicly presented that is characterized diversity, envisaging a regional and trade collaboration, grant of technical, humanitarian and budgetary help, assistance of the investments and improvement of investment climate, of general political situation in a country and others like that. The main perspective directions of EU-Ukraine cooperation are outlined: regional and trade cooperation; providing technical, humanitarian and budgetary assistance; promoting investment and improving the investment climate and the overall political situation in Ukraine, etc.
