Abstract

Розглядається важливість планування відбудови міст ще до завершення бойових дій, виявлення методів подолання проблем з відновлення міст постраждалих від війни. Підкреслюється необхідність створення загального плану відбудови, який враховує як аспекти відновлення зруйнованих об’єктів, так і модернізацію міста. Оцінка руйнувань, залучення інвестицій та співпраця з міжнародними організаціями є ключовими етапами процесу. Особливу увагу приділено відновленню Будинку офіцерів у Вінниці, з акцентуванням на збереженні історичних елементів та адаптації будівлі до сучасних потреб громади.

The importance of planning the reconstruction of cities before the end of hostilities, the identification of methods for overcoming the problems of restoring cities affected by the war is considered. The need to create a general reconstruction plan that takes into account both aspects of the restoration of destroyed objects and the modernization of the city is emphasized. Assessment of destruction, attraction of investments and cooperation with international organizations are key stages of the process. Particular attention is paid to the restoration of the House of Officers in Vinnitsa, with emphasis on preserving historical elements and adapting the building to the modern needs of the community.
