Вектори впровадження циркулярної економіки в Україні

Abstract

The purpose of the article is to generalize the theoretical aspects of the circular economy through the definition of its dominant basis as the integration of sustainable development and business development under the conditions that determine the internal and external environment of the transformation of the economy in the context of creating innovative cooperation.Results: today, Ukraine faces serious obstacles on the way to the transition to a circular economy, which is necessary in order to reduce the harmful impact on the environment and preserve the reserves of natural resources.The circular economyis emerging as a novel approach to boost sustainable economic development and cope with environmental challenges and has recently attracted increasing consideration in discussions on industrial developmentAmong the reasons for the slowdown in the innovative development of the country, such as the predominance of raw materials in exports, a low level of investment, outdated technologies, corruption, etc. Ways of implementingthe circular economy model can be such measures as focusing on the sphere of services, encouraging capital investments, spreading the culture of circularity, training specialists, developing markets for secondary raw materials, adopting and implementing acircular economy indicator system, etc.The scientific novelty consists in determining the features, effectiveness of using the principles of the circular economy and its adaptation for further application in Ukraine, which will ensure the development of innovative cooperation. The practical value lies in the identification of opportunities and obstacles on the way to the implementation of the principles of the circular economy in Ukraine and the development of recommendations for state environmental and economic policy to promote its development.

Метою статті є узагальнення теоретичних аспектів циркулярної економіки через визначення домінантної її основи як інтеграції сталого розвитку та розвитку бізнесу за умов, що визначають внутрішнє та зовнішнє середовище трансформації економіки в контексті створення інноваційного співробітництва. Результати: сьогодні Україна зіткнулась з серйозними перешкодами на шляху переходу до циркулярної економіки, яка необхідна для того щоб зменшити шкідливий вплив на навколишнє середовище та зберегти запаси природних ресурсів. Серед причин уповільнення інноваційного розвитку країни, такі як переважання сировини в експорті, низький рівень інвестицій, застарілі технології, корупція тощо. Шляхами впровадження моделі циркулярної економіки можуть стати такі заходи, як орієнтація на сферу послуг, заохочення капіталовкладень, поширення культури циркулярності, підготовка фахівців, розвиток ринків вторинної сировини, прийняття та впровадження системи показників циркулярної економіки тощо. Наукова новизна полягає у визначенні особливостей, ефективності використання принципів циркулярної економіки та її адаптації для подальшого застосування в Україні, що забезпечить розвиток інноваційного співробітництва. Практична цінність полягає у визначенні можливостей та перешкод на шляху впровадження принципів циркулярної економіки в Україні та розробленні рекомендацій щодо державної, екологічної та економічної політики для сприяння її розвитку.
