Формування стійкої miltech-екосистеми України: аналіз перешкод і напрями державної підтримки

Abstract

The development of the miltech industry in Ukraine has acquired existential significance amidst the full-scale war, serving as a critical factor for national security, economic resilience, and technological sovereignty. Despite the sector`s rapid growth since 2022, its development is constrained by a range of systemic challenges insufficiently covered in scientific literature. The article aims to systematically analyze key challenges and substantiate priority directions for state regulation and support of the domestic miltech sector`s development under full-scale war conditions. To achieve the purpose, the methods of system analysis, synthesis, and comparison of domestic and foreign scientific sources were employed. The empirical basis of the research comprised data a survey of managers 10 Ukrainian miltech companies, conducted in November-December 2024, as well as an analysis of open information sources (including DOU, Militarnyi). It`s determined that the main obstacles to the miltech industry`s development include the absence of a comprehensive regulatory framework, a shortage of qualified personnel (especially due to reservation issues), dependence on foreign components, and the bureaucratization of state procurement. The high innovative potential of Ukrainian developers and their commitment to import substitution are confirmed. At the same time, a significant number of companies experience a lack of funding, despite the interest of foreign investors. The article`s results can serve as a basis for the development and improvement of state policy in the field of supporting and advancing the miltech industry. The proposed recommendations regarding regulatory mechanisms, personnel provision, and supply chain diversification can contribute to strengthening the country`s defense capabilities, attracting investments, and fostering a high-tech sector of Ukraine`s economy during post-war recovery.
