Проблеми фінансування сфери соціального захисту населення в Україні та шляхи їх подолання

Abstract

Last years military operations on east of country, falling of production, increase of unemployment, removals of the state adjusting of prices and other negative factors stipulated mass impoverishment of population and sharpened a requirement in realization of active politics of social defence of population. One of the most ponderable constituents in the system of social defence of citizens is its financial providing. Limit financial possibilities of the state need to admit an objective necessity forming of effective social defence as priority direction in the public policy of realization of major public necessities. Problems and the prospects of further reforming and improvement of financial security of social protection of the population in Ukraine are investigated in the article. Modern problems of financing of the sphere of social protection of the population in Ukraine are revealed and the ways of their overcoming are planned. The analysis of expenses on social protection and social security of 2012—2017 is carried out. It is investigated grouping of expenses on social protection and social security on different categories according to the database of OECD. Transfers in monetary and non-monetary forms to the population in a consolidated budget of Ukraine are analysed. The expenses on financing of social insurance the public trust off-budget foundations ar investigated. The complex of measures for the decision of problems of financing of sphere of social defence of population in Ukraine are offered. Basic directions of providing of quality social defence of population of Ukraine are certained. The system of measures of social protection and the available programs of social orientation are not effective remedies of decrease of level or overcoming poverty in Ukraine. It also means that the volume of social transfers which aim at decrease in level of poverty can be reduced considerably if they are addressed and will go to directly needy categories of the population. Under such circumstances there is a need to carry out the deep analysis of a system of measures of social protection and types of social security to enter mechanisms which allow to render the social help and other measures of social support to those categories of the population which really need it.
