Abstract

The report clarified definitions neurocomputer and neural computer architecture, the choice of spiking neural networks as neural computer operation unit. Based on analysis of the current level of knowledge on architecture and neuro-computers based on their generalization formulated principles of architecture neural computers spiking similar to the known principles of digital computers von Neumann.
