Economic Strategy of the Development of Renewable Energy in Rural Areas of Ukraine

Abstract

Управління розвитком відновлюваної енергетики у сільських територіях є пріоритетом національного рівня в контексті європейського курсу України. На цьому тлі сільські території слугують платформою для формування та реалізації стратегії активного впровадження й використання відновлюваної енергетики. Мета дослідження — обґрунтувати стратегічні орієнтири управління розвитком відновлюваної енергетики у сільських територіях як визначального чинника сталого енергозабезпечення вітчизняного виробництва. Об’єкт дослідження — відновлювана енергетика в сільських територіях. Предмет дослідження — процес розвитку відновлюваної енергетики. Наукова гіпотеза дослідження полягає в припущенні, що збільшення споживання відновлюваних джерел енергії сприятиме сталому розвитку сільських територій. Результати моніторингу характеру та особливостей споживання відновлюваних джерел енергії за останні 10 років дали змогу здійснити стратегічний прогноз зміни частки відновлюваної енергетики в загальній структурі енергоспоживання України. Отримані прогнозні дані (з урахуванням залежності прибутковості впровадження відновлюваної енергетики від ставки «зеленого» тарифу) свідчать, що у 2020 році частка відновлюваних джерел енергії у валовому кінцевому споживанні України, як очікується, зросте до 12 %. Такий показник перевищує зобов’язання України згідно з Директивою ЄС 2009/28/EC Європейського парламенту щодо розвитку відновлюваної енергетики. На основі виявленої позитивної динаміки розвитку всіх підсекторів відновлюваної енергетики проведено SWOT-аналіз. Елементи сформованої матриці доводять необхідність упровадження стратегії розвитку. Ця стратегія, заснована на конфігурації можливостей і сильних сторін, дасть змогу нейтралізувати наслідки виявлених загроз, сприятиме диверсифікації вітчизняного енергопостачання у сільських територіях та матиме позитивні економічні, соціальні й екологічні ефекти.Managing the development of renewable energy in rural areas is a national level priority in the context of the European course of Ukraine. Against this backdrop, rural territories serve as a platform for the formation and implementation of a strategy for the active implementation and use of renewable energy. The purpose of the study is to justify the strategic benchmarks concerning managing the development of renewable energy in rural areas as a determining factor in the sustainable energy supply of domestic production. The object of the study is renewable energy in rural areas. The subject of research is the process of developing renewable energy. The scientific hypothesis of the research is the assumption that increasing the consumption of renewable energy sources will contribute to the sustainable development of rural areas. The results of monitoring the nature and peculiarities of renewable energy sources consumption over the past 10 years enabled to carry out a strategic forecast of the change in the share of renewable energy in the overall structure of energy consumption of Ukraine. The obtained forecast data (taking into account the dependence of the profitability of the introduction of renewable energy on the green tariff rate) indicate that in 2020, the share of renewable energy sources in the gross final consumption of Ukraine should is expected to increase to 12%. Such indicator exceeds the obligations of Ukraine according to the EU Directive 2009/28/EC of the European Parliament on the development of renewable energy. A SWOT-analysis was carried out based on revealed positive dynamics in the development of all subsectors of renewable energy. Elements of the formed matrix prove the necessity of implementation of the development strategy. This strategy, based on the configuration of opportunities and strengths, will allow neutralizing the effects of identified threats, promoting diversification of domestic energy supply in rural areas and having positive economic, social and environmental effects.
