Abstract

Providing shelter is a basic prerequisite for social stability. The interrelation of economic development and the basic factors of housing affordability, identified the most significant obstacles to the development of affordable housing market. In this thesis coefficients of housing affordability for Kyjeva, oblasnih centers, the basic construction financing scheme - subsidized, corporate, banking and prove that it was premature to implement the American model of mortgage lending due to the lack of the necessary institutions; revealed promising the introduction of the German model of mortgage; developed an assessment model builder during tenders for construction of housing and land allocation and prove the need for consistency in solving the problem of increasing housing affordability as a binding principle of appropriate public policy.
