Abstract

The paper presents conceptual and functional models for the formation of regional partnerships among passenger road transport enterprises. The process of creating a joint project for the development of vehicle maintenance and repair systems is examined through the lens of expert support and partners' negotiating positions. The author identifies key opportunities (cost reduction, capacity utilization) and risks (loss of control, loss-making) of such cooperation. A hierarchy of evaluation criteria is established, allowing for an objective analysis of the feasibility of road transport enterprises joining partnership structures.
