Просторово-часова доступність захисних споруд цивільного захисту як критерій безпеки планувальної структури міста

Abstract

У тезі розглянуто просторово-часову доступність захисних споруд цивільного захисту як один із ключових критеріїв оцінювання безпеки планувальної структури міста. Обґрунтовано, що ефективність системи цивільного захисту визначається не лише загальною кількістю укриттів, а й можливістю населення дістатися до них у межах нормативного часу з урахуванням конфігурації вулично-дорожньої мережі, щільності забудови, функціонального зонування та розподілу населення. Показано, що нерівномірне розміщення захисних споруд формує просторову асиметрію безпеки, яка особливо загострюється в умовах воєнних загроз.The thesis examines the spatial and temporal accessibility of civil protection shelters as one of the key criteria for assessing the safety of the urban planning structure. It is substantiated that the effectiveness of the civil protection system is determined not only by the total number of shelters, but also by the ability of the population to reach them within the standard time, taking into account the configuration of the street and road network, building density, functional zoning, and population distribution. It is shown that the uneven placement of shelters creates spatial asymmetry of safety, which becomes especially critical under wartime threats. The expediency of using GIS analysis, network models, and spatial optimization methods to identify deficit zones and justify decisions aimed at improving urban safety infrastructure is emphasized.
