Abstract

Emphasis is placed on the fact that foreign investments hide significant economic potential. A theoretical substantiation of the necessity and possibility of using foreign investors in the context of ensuring sustainable socio-economic development of recipient agents has been carried out. It has been established that a complex of measures developed by authorities on the basis of indicative planning can be a promising way to reduce socioeconomic risks. It is emphasized that increasing the efficiency of the use of foreign investments through the use of indicative planning can lead to the provision of sustainable institutional changes in the development of the recipient agent. A contour theoretical basis for the formation of dynamic indicative planning in the context of attracting foreign investments has been formed. Identification of the main negative and positive socio-economic processes in the context of attracting foreign investments was carried out. It has been established that indicative planning is the main full-fledged tool for ensuring the sustainable socio-economic development of the recipient agent in post-industrial conditions in the context of foreign investment, in addition, it allows to qualitatively identify motivational determinants that will reduce the risk of errors during state controlling. Attention is drawn to the fact that during economic transactions with the participation of foreign investors, destructive economic processes often occur, which due to institutional reasons are not caused by a violation of the current legislation, but at the same time cause significant economic losses to the recipient agent. It has been established that dysfunctional economic behavior is an integral part of economic relations. It was noted that the domestic economy continues to be actively used as a tool for transferring financial resources outside the state. Special attention is paid to the negative consequences of opportunistic economic processes based on reinvoicing under the conditions of using foreign investors. It is emphasized that the traditional system of state control over foreign investments in the context of opportunistic processes is not sufficiently effective due to the lack of properly substantiated institutional control mechanisms.
