Трансформація видів інформаційного протиборства: концепція метаінформування

Abstract

In the context of modern hybrid wars, information confrontation, in particular information wars, is gaining key importance and becoming an effective tool for achieving strategic and tactical goals. The information space is turning into a separate battlefield, where the influence is aimed primarily at the consciousness, behavior and decision-making processes of a person, forming the necessary narratives and attitudes without the direct use of force. The implementation of information and psychological special operations provides access to information and management resources through targeted influence on individuals, personnel of organizations and the population of the state as a whole. Such influence is carried out through the mass media, social networks and other communication channels, which significantly increases its effectiveness and scale. The article analyzes known communicative models that allow describing the processes of information transmission and perception. On this basis, the concept of transinformation is proposed as a form of influence that combines the translation, transformation and adaptation of messages to the target audience. A conceptual model of meta-information is also proposed, which takes into account the processes of imitation, accumulation and acquisition of knowledge throughout the human life cycle, in particular under the influence of purposefully disseminated information. The proposed approach contributes to a better understanding of the mechanisms of informational and psychological influence and to increasing the effectiveness of counteraction in conditions of information conflicts. Finally, a system of analytical expressions is proposed that allow quantitatively assessing the effectiveness of informational and psychological operations, as well as an algorithm for the process of conducting such an assessment.
