Human resource accounting in the system of value-based business management

Abstract

Сучасні економічні умови характеризуються динамізмом і складністю, посиленням конкурентного протистояння на товарних ринках, швидкими змінами ринкового середовища, що призводить до інтенсифікації пошуку передових підходів до управління людськими ресурсами. Працівники, їхня кваліфікація та досвід є одним із найважливіших чинників, без яких будь-які перспективи економічного зростання нейтралізуються. Метою цієї статті є обґрунтування сутності людських ресурсів як категорії обліку, що є передумовою формування теоретико-методологічної основи їх подання в контексті впровадження політики управління бізнесом на основі вартості. У статті обґрунтовано сутність людських ресурсів як сукупної кількості працівників на підприємстві, які є носіями накопиченого в них та невіддільного від них людського капіталу, такого як фізичні здібності, освіта, досвід і професійні знання, що в поєднанні з використанням елементів методу бухгалтерського обліку створює основу для подання людських активів як права підприємства на їх використання у складі нематеріальних активів. Впровадження запропонованого підходу до розуміння облікової природи людських ресурсів, що ґрунтується на визнанні права підприємства на використання людських активів, носіями яких є працівники, створює передумову для відображення інформації про них у системі рахунків і звітності підприємства, що відповідає потребам управління на основі вартості.

Modern economic conditions are characterized by dynamism and complexity, in- creased competitive confrontation at product markets, rapid changes of the market environment that leads to intensification of the search for advanced approaches to human resource management. Employees, their qualifications and experience are one of the most important factors, without which any prospects of economic growth are neutralized. The purpose of this paper is to substantiate the essence of human resources as a catego- ry of accounting, which is a prerequisite for formation of theoretical and methodologi- cal basis of their representation in the context of value-based business management implementation policy. The article substantiates the essence of human resources as the total number of em- ployees at the company, who are carriers of human assets accumulated in themselves and inseparable themselves, such as physical abilities, education, experience and professional knowledge that, in conjunction with using the elements of accounting method, creates the basis for presentation of human assets as the company`s right to use them as a part of intangible assets. Implementation of suggested approach to understand accounting nature of human resources, based on recognition of company`s right to use human assets carried by em- ployees, creates a prerequisite for displaying information about them in the system of accounts and reports of the company that meets the needs of value-based management.
