Abstract

The Constitutional Treaty for Europe is a new constituent agreement of the European Union without a time limit which clearly defines the powers, rights and obligations of the Union and the member states, its institutional structure, procedures, objectives ad policy areas. it simplifies the legal structure of the Union and introduces a series of institutional changes to improve the efficiency of its work. The main objective of the UE Constitution is to make the
