Впровадження нових підходів до управління закладами охорони здоров`я в умовах ринку

Abstract

У статті обгрунтовано, що для подальшого розвитку медицини в Україні необхідним є розроблення та впровадження такої системи фінансування галузі охорони здоров`я, яка б врахувала як можливості громадян, так і їхні потреби. З цією метою доцільним є поєднання різних джерел фінансування, що у значній мірі дозволить покращити як фінансування медицини, так і якість послуг, що надаватимуться. Визначено, що управління в галузі охорони здоров`я обов`язково повинно змінюватися з розвитком самої системи надання медичних послуг та з врахуванням змін щодо підходів й принципів фінансування. В свою чергу, прийняття зважених управлінських рішень та ефективне керування медичним закладом в умовах конкуренції повинно базуватись на достовірних статистичних, бухгалтерських, економічних та аналітичних даних, отримання та обробка яких можлива лише за умови якісного впровадження медичних інформаційних систем.

In today`s social and economic realities of Ukraine`s development, the healthcare sector is considered as one of then priority are as for reform. The ideology of health care delivery, financial and economic and market mechanisms in the field of healthcare and the health system itself are changing. With these changes, a new system for managing healthcare facilities should be introduced. Further development of the healthcare industry requires the development and implementation of a healthcare financing system that addresses both the citizens` capabilities and their needs. For this purpose it is advisable to combine different sources of funding, which will greatly improve both the financing of medicine and the quality of services provided. Healthcare management must change obligatory with the development of the health care delivery system itself and with changes in funding approaches and principles. The modern leader needs to have new methods of organization and management, the main ones being the management of a market or a network of services focused on public health; active quality management and permanent improvement of work; management of healthcare service beyond the organization; managing finances with a focus on organizational performance. Therefore it is advisable to change the health management system: to introduce the principles of entrepreneurial activity in the healthcare sector not only for private health care institutions but also for the budget sector; use business planning as a business planning tool for healthcare institutions; implement the latest financial management mechanisms and tools for managing the assets of healthcare institutions; implements trategic management tools for mid- and long-term management of healthcare facilities; apply modern methods of personnel management. However, there has recently been an emergency situation for Ukraine`s healthcare system with financial symptoms – the COVID-19 pandemic. Currently, there are a lot of challenges facing healthcare facilities. Such as the need to increase logistical support and the need for constant critical analysis of rapidly changing circumstances and the timely adoption of quality management decisions. In such difficult circumstances, the most appropriate will be the use of crisis management.
