Неспостережувані економічні процеси на прикладі концептуальної моделі використання родючості ґрунту у вітчизняному сільському господарстві

Abstract

У статті проаналізовано сучасний стан, проблеми та особливості функціонування неспостережуваних економічних процесів у контексті використання родючості ґрунту у вітчизняній аграрній сфері. На конкретних прикладах представлено екологічний імператив проблеми використання та відтворення родючості сільськогосподарських земель. Відповідно показано, що відсутність належної системи оцінювання втрат родючості та управління, у зв`язку з цим характером господарських процесів, зумовлює таку неспостережувану для суспільства екологічну дисфункцію, як глобальне зменшення родючості ґрунту, що породжує майбутні катастрофічні сценарії для соціуму. У статті представлено теоретико-методологічні та методичні підходи до оцінювання та управління зазначеними процесами, вирішення проблеми на основі регулятивних моніторингових механізмів. Здійснено опис екологічної дисфункції ринкових реформ в аграрній сфері України в умовах неспостережуваних економічних процесів.

The article analyzes the current state, problems and peculiarities of the operation of unobserved economic processes in the context of the use of soil fertility in the domestic agrarian sphere. Specific examples are the ecological imperative for the problem of the use and reproduction of fertility of agricultural land. Accordingly, it has been shown that the lack of a proper system for estimating fertility and management losses, in this regard, characterizes economic processes, causes such unobservable ecological dysfunctionality as a global decline in soil fertility, generating future catastrophic scenarios for society. The article presents theoretical-methodological and methodical approaches to the evaluation and management of these processes, solution of the problem on the basis of regulatory monitoring mechanisms. The description of ecological dysfunction of market reforms in the agrarian sector of Ukraine in conditions of unobserved economic processes is described. The role of ecological dysfunction of market reforms in the agrarian sphere of Ukraine is revealed, the content of which is the loss of fertility of agricultural land due to the widespread violation of scientifically grounded principles of agriculture. It is revealed that this effect is clearly expressed by the unobserved economic processes due to the lack of a proper economic assessment of environmental losses and the system of monitoring and control within the framework of regulatory policy. The essence of necessary regulations as an integral part of an agrarian policy of ecological content is substantiated at this stage of development of the industry, taking into account market constraints. It is proposed to introduce in practice a complete system for monitoring the condition, use and reproduction of soil fertility. The experience of market transformations in the domestic agrarian sector has confirmed the presence of such phenomena of unobservable content as a large decrease in the natural fertility of soils, which is a serious dysfunction of the industry in the absence of a proper system of state monitoring, sanctions and incentives for the environmentalization of agricultural production. Taking into account the proposed management technology of internal organizational and regulatory modernization of the industry, which will minimize these losses and will facilitate the legitimization of unobserved economic processes in the field of fertility of agricultural land.
