Інтеграція зарубіжного досвіду в забезпечення економічної безпеки підприємств України

Abstract

It has been established that it is advisable to consider the economic security of an enterprise from a multi-level perspective, given that the enterprise carries out its activities in the conditions of the macro-, meso- and microenvironment, which are constantly changing, creating threats to their existence. The essence of the category of "economic security" at the mega-, macro-, meso- and micro-levels has been determined. At the mega-level, security is considered in the context of the world economy and the uneven development of countries. The macro level focuses on national resilience and stability of macroeconomic indicators. The meso level covers the security of regional economic systems. The micro level (enterprise economics) is fundamental, because it is at this level that key economic transformations aimed at the efficiency of individual economic entities are implemented. The world experience of ensuring the economic security of the state of advanced economically developed countries is analyzed. It is revealed that in global politics there is a shift in emphasis on strengthening the economic stability of states. This is implemented through the deepening of state protectionism, the stimulation of critically important industries and the formation of interstate partnerships in the field of high technologies. Analysis of global strategies has made it possible to formulate practical recommendations for strengthening Ukraine's economic security. First, it is proposed to adapt the EU methodology for identifying strategic dependencies and diversifying imports, also drawing on the experience of Japanese legislation. Second, it is necessary to implement a public-private partnership model for protecting critical infrastructure. Third, ensuring technological sovereignty requires borrowing American and European mechanisms for preliminary assessment and selection of investment projects or foreign direct investment and export control. Summarizing the above, we believe that the use of the model of technological alliances and the introduction of transparent investment rules will allow finding a balance between economic growth and security priorities. Such adaptation of global practices is the basis for creating a modern, self-sufficient economic system. The experience of advanced countries in creating conditions for ensuring the economic security of enterprises has been analyzed. An assessment of the Western European, American and Japanese approaches shows that business security directly depends on its development. In these regions, success was achieved through the abolition of administrative barriers, the introduction of stimulating taxes and the creation of a favorable climate for investment. It is the high level of legal and economic adaptability that allows these countries to lead the world rankings and remain attractive for investment.

Встановлено, що доцільно розглядати економічну безпеку підприємства з позиції багаторівневості, з огляду на здійсненняпідприємством діяльності в умовах макро-, мезо-і мікросередовища, котрі постійно змінюються, створюючи загрози для їх існування. Проаналізовано світовий досвід забезпечення економічної безпеки держави передових економічно розвинених країн. Здійснено аналізування досвідупередових країн щодо створення умов для забезпечення економічної безпеки підприємств.Оцінювання західноєвропейського, американського та японського підходів засвідчило, що безпека бізнесу безпосередньо залежить від його розвитку. Визначено, що забезпеченню економічної безпеки підприємств сприятиме скасуванняадміністративних бар\"єрів, впровадженнястимулюючих податків та створеннясприятливого клімату для інвестицій.
