Концуптуальні підходи до технологічного оновлення машинно-тракторного парку аграрних підприємств

Abstract

An assessment of the current state of production, sales and imports of the main types of agricultural machinery in Ukraine (tractors with a power of over 37 kW, disc harrows, seeders, ploughs, tractor mowers) in 2019–2024 was carried out. The purpose of the study is to substantiate comprehensive conceptual approaches to the technological renewal of the machine and tractor fleet of agricultural enterprises in the conditions of martial law, recovery and market transformation. Based on an in-depth analysis of statistical data, a critical and systemic decline in domestic production of powerful tractors after 2022 was revealed, reaching a minimum of 90 units in 2024, which is 15 times less than the 2019 figure. At the same time, the import of tractors remains the main source of replenishment of the fleet, reaching 330.6 million USD in value terms in 2024. The production of mounted implements (harrows, seeders) demonstrates more adaptive, albeit volatile dynamics, with a sharp increase in 2021 and a subsequent decline. Four interrelated conceptual approaches to fleet renewal are proposed: the principle of adaptive diversification of machinery sources (import, leasing, rental, domestic production); a model of public-private partnership in the restoration of domestic tractor manufacturing; an approach of technological renewal through "soft" digital assets and precision services; a strategy of regional clustering and specialization in the production of mounted implements. Particular attention is paid to the need to develop differentiated state support instruments that take into account the size of the farm and its specialization. The results of the study are of practical value for managers of agricultural enterprises, associations of agricultural machinery manufacturers, developers of state agrarian development programs and scientists dealing with innovation problems in the agri-sector. The key conceptual idea is a comprehensive innovative approach: combining equipment upgrades with the modernisation of production processes and services, while taking into account the requirements of sustainable development and European integration. Only such a comprehensive strategy can restore and maintain the competitiveness of the domestic MTP after the end of the war.

Проведено оцінку сучасного стану виробництва, реалізації та імпорту основних видів сільськогосподарської техніки в Україні (трактори потужністю понад 37 кВт, дискові борони, сівалки, плуги, косарки тракторні) у 2019–2024 роках. Метою дослідження є обґрунтування комплексних концептуальних підходів до технологічного оновлення машиннотракторного парку аграрних підприємств в умовах воєнного стану, відновлення та трансформації ринку. На основі глибокого аналізу статистичних даних виявлено критичне та системне падіння власного виробництва потужних тракторів після 2022 року, що сягнуло мінімуму у 90 одиниць у 2024 році, що в 15 разів менше за показник 2019 року. Водночас, імпорт тракторів залишається основним джерелом поповнення парку, досягнувши у вартісному вимірі 330,6 млн USD у 2024 році. Виробництво причіпних знарядь (борін, сівалок) демонструє більш адаптивну, хоча й волатильну динаміку з різким зростанням у 2021 році та подальшим спадом. Запропоновано чотири взаємопов’язані концептуальні підходи до оновлення парку: принцип адаптивної диверсифікації джерел техніки (імпорт, лізинг, оренда, вітчизняне виробництво); модель державно-приватного партнерства у відновленні вітчизняного тракторобудування; підхід технологічного оновлення через «м’які» цифрові активи та прецизійні сервіси; стратегію регіональної кластеризації та спеціалізації виробництва причіпних знарядь. Особлива увага приділена необхідності розробки диференційованих інструментів державної підтримки, що враховують розмір господарства та його спеціалізацію. Результати дослідження мають практичну цінність для керівників аграрних підприємств, асоціацій виробників сільгосптехніки, розробників державних програм розвитку АПК та науковців, що займаються проблемами інновацій в агросфері.
