Експорт українського зерна в умовах війни: вплив на продовольчу безпеку та ринкову стабільність країн Близького Сходу і Північної Африки

Abstract

This article examines the impact of Ukrainian grain exports during the war on food security and market stability in the countries of the Middle East and North Africa (MENA). The study highlights the strategic importance of Ukraine as one of the world's leading exporters of wheat, maize, and sunflower oil, whose supplies play a crucial role in ensuring global food availability. In 2021, Ukraine accounted for a significant share of global exports in these commodities, making its agricultural sector a key component of international food supply chains. The outbreak of the war in 2022 significantly disrupted production, logistics, and export routes, particularly through the Black Sea ports, leading to increased transportation costs, reduced export volumes, and higher price volatility on global grain markets. The MENA region is characterized by strong structural dependence on food imports due to limited agricultural resources, water scarcity, and unfavorable climatic conditions. Wheat, as a staple food, represents a major component of dietary consumption in the region, with per capita intake significantly exceeding the global average. The disruption of Ukrainian grain exports has therefore intensified concerns regarding food insecurity, particularly in countries with high levels of poverty and import dependency such as Egypt, Yemen, and Tunisia. The study analyzes changes in trade flows, price dynamics, and the share of Ukrainian wheat in the import structures of MENA countries over the period 2012—2023. It also considers the role of alternative supply sources and market adaptation mechanisms in response to external shocks. The findings indicate that despite partial recovery of export routes, market uncertainty and increased logistical costs continue to affect global grain stability. The results confirm that the continuity of Ukrainian grain exports is essential not only for supporting the national economy but also for maintaining global food security. The research emphasizes the need for resilient supply chains, diversification of logistics routes, and international cooperation to mitigate risks associated with geopolitical instability and ensure stable food supply for vulnerable regions.

У статті досліджується вплив експорту українського зерна в умовах війни на продовольчу безпеку та ринкову стабільність країн Близького Сходу та Північної Африки. Обгрунтовано стратегічну роль України як одного з провідних світових експортерів пшениці, що забезпечує значну частку імпорту цих країн. Проаналізовано залежність регіону від імпортного зерна, структурні диспропорції соціально-економічного розвитку та високий рівень продовольчої вразливості. Визначено наслідки воєнних дій для логістики, експортних потоків та цінової волатильності на світовому ринку зерна. Результати дослідження підтверджують критичне значення стабільності українського аграрного експорту для забезпечення глобальної продовольчої рівноваги. Обгрунтовано необхідність розвитку стійких логістичних ланцюгів та міжнародної координації для мінімізації ризиків продовольчих криз.
