Історія становлення і розвиток антикорупційного законодавства в Незалежній Україні

Abstract

У тезах аналізується історичний шлях формування антикорупційного законодавства України з моменту проголошення незалежності до сьогодення. Розглядаються ключові етапи: від перших рамкових законів 90-х років до створення сучасної архітектури антикорупційних органів (НАБУ, САП, НАЗК, ВАКС). Досліджується вплив міжнародних стандартів та вимог євроінтеграції на трансформацію кримінального та адміністративного права у сфері протидії корупції. Виокремлено основні здобутки та системні проблеми, що перешкоджають ефективній імплементації антикорупційних норм.

The theses analyze the historical path of the formation of Ukraine's anti-corruption legislation from the moment of independence to the present. The key stages are considered: from the first framework laws of the 90s to the creation of the modern architecture of anti-corruption bodies (NABU, SAPO, NAPC, HACC). The influence of international standards and European integration requirements on the transformation of criminal and administrative law in the field of combating corruption is studied. The main achievements and systemic problems that prevent the effective implementation of anti-corruption norms are highlighted.
