Напрямки зменшення енергетичної вразливісті міських систем теплопостачання в умовах воєнних загроз

Abstract

Проведено аналіз енергетичної вразливісті централізованих систем теплопостачання (ЦСТ) українських міст у контексті гібридної війни та цілеспрямованих атак на енергетичну інфраструктуру.

An analysis was conducted of the energy vulnerability of centralized heat supply systems (CHSS) in Ukrainian cities in the context of hybrid warfare and targeted attacks on energy infrastructure. The causes of the systems’ heightened fragility—ranging from Soviet-era centralization to physical wear and tear—and the consequences of damage for the population were examined. Particular attention is paid to the “build back better” principle, the decentralization of heat sources, and measures to improve energy efficiency and resilience. A comprehensive approach to the transformation of CHS is proposed to ensure reliable heat supply in the face of military threats.
