Knowledge of the full-format dynamic system state vector is important and fundamental not only from the point of predicting view the signals behavior at its outputs, but also in the synthesis of the control function for purposeful influence on the system behavior. In the vast majority of cases, however, the system full state vector isn’t directly available for observation, and the available results are not entirely accurate. In such a case, we can only speak about the estimation of the state vector. If there is a possibility to take into account random errors in the presence of additional statistical information, one can hope to achieve better or even optimal results, while applying the methods of probability theory. Observability and controllability are fundamental criteria for dynamical systems of such a class. A special need arises when considering MIMO objects, since they are degenerate in most practical cases, and their study involves significant difficulties. The purpose of this paper is to synthesize a differential form of the observability criterion as a more flexible and effective tool for signal filtering and design of real-time tracking type meters
