Завдання удосконалення інституційно-правового забезпечення регіональної політики в Україні

Abstract

The modern regulatory support for regional development in Ukraine is studied. In general the legislative framework for the effective development of regions and local authorities in Ukraine has been already created as it is determined in the article. But the framework still needs further organizing and ordering, as some issues have not been completely resolved. Basic objectives and strategic priorities of regional development in Ukraine are described, as well as the mechanisms and indicators for their successful implementation for the period until 2020. The conclusion is made that the updated strategic framework for regional policy in general takes into consideration dynamics and trends of socio-economic development of Ukraine, and orients the modernized approaches towards territorial development. The role and place of innovative institu-tional mechanisms for regional policy are analyzed. In particular, a significant role in ensuring of the institutional promotion of regional development in Ukraine plays the Council of Regions and the Interagency Coordinating Committee on Regional Development. Major support for the development and implementation of regional policy provides the EU Program «Support to regional development policy in Ukraine». The main objective of optimizing the institutional and legal support of regional development in Ukraine is the creation of favorable conditions for the development of regions, the establishment of an appropriate balance between them and strengthen the democratic foundations of the state's development. In this regard it should be continued work on formation of an effective legal framework of the state regional policy in Ukraine and harmonization of legislative framework of regional development with the European Union requirements.
