The article describes the main principles of the formation and structuring information base system of automatic
intellectual and operational monitoring. The algorithm of creating a database is showed. Also hierarchical structuring
information database based on an object- oriented approach is considered. The purpose of the automated system of
intellectual and operational monitoring in the operation of motor vehicles, there is help available in making correct
decisions on operational capabilities or the need for further exploitation of certain technical interventions. To enable
operational decision -making to the top place comes the problem of collecting and processing information. It should be
accounted that the amount of information must be necessary and sufficient. The process of creating an information base
can be roughly divided into two phases. First is the process of obtaining information, and the second stage is the
structuring and formation of field for implementation. Structuring databases based on an object- oriented approach
involves the creation of separate classes and objects of these classes. Each object operates as a separate entity and should
not depend on the functioning of the others. Objects of the same class are characterized by common properties with
limited access that complies with the principles of inheritance and encapsulation. Object-oriented approach makes better
the implemention the principle of hierarchical structuring information base. Certain types of information are common to
all systems of the cars. Creating classes of such information involves the implementation of properties and methods that
cover the car in a whole or operating monitoring obgects of higher levels. Objects of these classes should be at the highest
levels of the hierarchy. Informational classes of lower levels can be inherited , and this allows the realization of common
properties and methods. At the lowest level of the hierarchy are classes that implement the operational monitoring of the
"final" objects which are not divided in operational monitoring. These classes can handle the largest volume of
diagnostic information. They have a maximum number of properties and methods , except as inherited , each
complemented its own characteristics. Forming and updating databases of knowledge is carried out continuously in order
to create new diagnostic images identify common problems or a certain type of technical condition of the OEM . Updating
databases is possible on the basis of automated operational monitoring , which provided a steady stream of diagnostic
information , as well as one-time in-depth diagnostic procedures using fixed diagnostic equipment.
