Державні програми стимулювання розвитку малих та середніх промислових підприємств у зарубіжних країнах

Abstract

Сучасний стан вітчизняних малих та середніх промислових підприємств не відповідає вимогам та стандартам, які забезпечують економічне зростання. Тому, стає актуальним процес накопичення і осмислення зарубіжного досвіду промислово-розвинутих країн в галузі створення економіко-правових умов для здійснення малими та середніми промисловими підприємствами своєї ролі в національному господарстві України. Метою статті є дослідження світового досвіду реалізації державних програм стимулювання розвитку малих та середніх промислових підприємств та обґрунтування необхідності використання такого досвіду для розробки науково-теоретичних рекомендації ефективного розвитку вітчизняних малих та середніх промислових підприємств. На основі дослідження світового досвіду обґрунтовано важливість державного стимулювання розвитку вітчизняних малих та середніх промислових підприємств та сформовано основні умови їх ефективного розвитку, які повинні включати наявність нормативно-правого забезпечення, розвиток інноваційної інфраструктури, удосконалення фінансово-кредитної та податкової політики.

The current states of domestic small and medium-sized industrial enterprises do not meet the requirements and standards that ensure economic growth. Therefore, it is important the accumulation of foreign experience and understanding of industrially developed countries in the field of economic and legal conditions for small and medium industrial enterprises of their role in the national economy of Ukraine. The article aims to study the world experience implementing government programs to stimulate the development of small and medium-sized industrial enterprises and justification of the need for such an experience for the development of scientific and theoretical guidance of effective domestic small and medium enterprises. Based on the study of international experience proved the importance of stimulation of domestic small and medium-sized industrial enterprises and formed the basic conditions for their effective development, which should include the presence of regulatory legal security, development of innovation infrastructure, improving financial and credit and fiscal policy.
