Шляхи удосконалення публічного управління регіональним розвитком на основі сучасних IT-технологій

Abstract

У статті розкрито ключові проблеми публічного управління регіонами України, проаналізо- вано недоліки та переваги різних теорій та обгрунтовано новітні підходи та пріоритети публіч- ного управління регіональним розвитком у контексті поглиблення інтеграційних процесів. Розроблено комплексну цільову програму (КЦП) покращення публічного управління регіо- ном, що комп'ютеризована засобами СППР "Солон-2". Вона уможливлює як автоматизоване обгрунтування множини пріоритетних напрямів фінансування регіонального розвитку, а також відповідних їм потенційно ефективних проектів, що має бути реалізовано і визначає черговість такого процесу. Крім того, складена КЦП дозволяє оптимізувати розподіл між потенційно ефек- тивними проектами та їх надцілями обмежених ресурсів, спрямованих на покращення публіч- ного управління регіональним розвитком з метою досягнення стабільного збалансованого роз- витку територій.

This article deals with the key problems of public administration of the regions of Ukraine. It's analyzed the disadvantages and advantages of different theories, and substantiated the modern approaches and priorities of regional development public management in the context of integration processes deepening. The work explains that the very purpose of public management of regional development is the very achievement of a high level of this type of governance in accordance with the Constitution, laws, statutes of territorial communities and other legislative acts of Ukraine through the fruitful interaction between the authorities and the regional community. The authors have developed a complex complex goal program (CGP) for improving the public management of the region, which was computerized by means of DSS "Solon-2". It enables both automated substantiation of a plurality of priority directions of financing of regional development, as well as corresponding potentially effective projects to be implemented and determines the order of such a process. In addition, the CGP can optimize the distribution of potentially effective projects and their overpurpose limited resources aimed at improving public management of regional development in order to achieve a sustainable balanced development of territories. In this article were constructed structural and verbal models of such a complex goal program of the region's development based on a hierarchical goal evaluation of alternatives that allow to reflect the process of project implementation and to allocate the set of sub-goals that provide them. The article proposes the formalization of the making decision procedure on the level of priority of various projects and sub-goals by means of the Solon-2 decision support system, which allows for the rational financing of projects and sub-goals, the implementation of which should provide a system of public management of regional development, since they become strategic in Ukraine in order to achieve a stable balanced development of territories. It is proved that in order to achieve the main objective g0 — "Improvement of public management of regional development", first of all it is necessary: to pay attention to the development of cities, namely to carry out the project x31 — "Support the development of urban planning documentation, the creation and maintenance of a city construction cadastre at a regional, rayon and local levels"; to improve spatial planning, namely to implement project x11 — "Improving the planning and regional development tools"; to create vocational and technical institutions according to the project x42 — "Creation of professional centers for professional development and professional training of teachers on the basis of functioning vocational and technical educational institutions"; to form an ecological culture, in particular to implement project x51 — "Formation of ecological culture of the inhabitants of the region, ensuring public participation in solved ecological problems", etc.
