Формування та перспективи розвитку бюджетної системи України

Abstract

The budgetary system of Ukraine is considered in the article. Paid attention to her becoming and development. It is set that the budgetary system is a major economic regulator. Importance of question of construction of the effective budgetary system consists in that through her links part of national income is redistributed, that conditioned by the necessity of creation of the centralized fund of monetary resources for providing of public necessities and complete implementation by the state of the functions. The key element of the budgetary system of the state are budgets of different levels, that come forward as an effective instrument of influence on development of national economy and social sphere. With their help the state carries out distribution and redistribution of part of cost of the GDP created both at the level of national economy and regional level for the certain interval of time, and thus changes the pattern of production, influences on the results of activity of subjects of menage, carries out social transformations. Imperfection of the budgetary system of the state can render negative influence on an economy, social sphere, standard of life of citizens. Argued, that by means of the budgetary system as objective economic phenomenon it is possible distribution budgetary relations in accordance with the level of management, administrative-territorial division of country and functions, plenary powers and tasks that decide on each of these levels. The modern state of the budgetary system is reflected, problems and directions of their decision are distinguished.

В статье рассмотрена бюджетная система Украины. Внимание уделено ее становлению и развитию. Установлено, что бюджетная система является важным инструментом социальноэкономического развития государства и административно-территориальных единиц. Аргументировано, что с помощью бюджетной системы как объективного экономического явления можно структурировать бюджетные отношения в соответствии с уровнем управления, административно-территориального разделения страны и функций, полномочий и заданий, которые решают на каждом из этих уровней. Отражено современное состояние бюджетной системы, выделены проблемы и направления их решения.

У статті розглянуто бюджетну систему України. Увагу приділено її становленню та розвитку. Встановлено, що бюджетна система є важливим інструментом соціально-економічного розвитку держави та адміністративно-територіальних одиниць. Аргументовано, що за допомогою бюджетної системи як об’єктивного економічного явища можна структуризувати бюджетні відносини відповідно до рівня управління, адміністративно-територіального поділу країни та функцій, повноважень і завдань, які вирішують на кожному з цих рівнів. Висвітлено сучасний стан бюджетної системи, виокремлено проблеми та напрями їх вирішення.
